Should the listing agent to negotiate the commission fees with the buyer?
Many agents are saying, it is the buyer who pays the commission and not the seller.

Yes that will be better for the seller and to the buyer. I am not sure it will be better for the agents.
Many will claim that the buyer is paying the commission and that is FALSE!
The commission structure is broken. Needs to be fixed.
Yes the listing agent should negotiate with the buyer not with the seller. After all it is the buyer who pays the commission not the seller.
I think that this question is really interesting. There is a lawsuit against the commission structure and it will be very interesting to see the outcome of this litigation.
As a real estate investor (buyer) , I will pay the commission to the agent who represents me not to the seller agent sorry.
I am a real estate investor and I did pay many times my agent commission. But I will not agree to pay the seller`s agent commission.
As a buyer, if I get a great deal from my agent I will happily pay his commission.
I once had to pay the commission to my agent due that the seller was underwater with his loan and could not pay the commission.
Each transaction is different. Commission is negotiable.
