Does it really make sense to pay commission to an agent who basically does not represent you?

There must be a formal agreement required with real estate buyers.That will make the buyers to pay the commission to their own agent who represents them. The seller should not pay the buyer`s agent, as it dose not make sense to pay someone who dose not represents you. Do you agree or not?
